Jamaica: The Council meets and orders that a fort be built at Mosquito Point if the ground there is suitable.

The councilors also approve detailed regulations for the building of Kingston: that no one may have more than one lot fronting on the harbor, and that preference for such lots will go to those who had lots on the harbor in Port Royal. Further, everyone shall have as many lots in Kingston as they had in Port Royal, up to a limit of three. All the lots will be assigned at the same time in a lottery, and if any claimants do not appear their lots will go to Peter Beckford and Nicholas Lawes, to be given to the next applicants. The annual quitrent to be paid to the king will be 10 shillings per lot. The fines for not building a house within three years will be used to fund the building of a hospital.

The Council will next meet at Kingston on August 16.
